2 MB is an easier limit for everyday documents. If a file remains above it after cleanup, the source images probably need to be exported smaller.
Mostly-text PDFs and simple forms may fit 2 MB after metadata cleanup and object-stream rewrite.
If the PDF is already compact, the output may stay near the original size even after checking it against 2 MB.
This build does not downsample embedded images or rasterize pages, so it will not force image-heavy files to a target.
