100 KB is a tight limit. The current local optimizer can remove overhead, but it will not rebuild scans or photos to force the file under the limit.
Mostly-text PDFs and simple forms may fit 100 KB after metadata cleanup and object-stream rewrite.
If the PDF is already compact, the output may stay near the original size even after checking it against 100 KB.
This build does not downsample embedded images or rasterize pages, so it will not force image-heavy files to a target.
