1 MB is a forgiving limit for short documents. Large scanned packets may still need a future advanced image-rebuild engine.
Mostly-text PDFs and simple forms may fit 1 MB after metadata cleanup and object-stream rewrite.
If the PDF is already compact, the output may stay near the original size even after checking it against 1 MB.
This build does not downsample embedded images or rasterize pages, so it will not force image-heavy files to a target.
